Statutory background of the A.P. Study Circle, Hyderabad
The A.P. Study Circle, Hyderabad was formed on 30-1-1980 vide G.O.Ms.No.33, SW Dept., dt.1980, by forming a Society to run independently under the terms of own Bye laws and registered as per A.P. Society Registration Act (No.82 of 1980).
The A.P. Study Circle is formed with the objectives to provide Pre Examination coaching to the SC/ST/BC students to enable to compete successfully in various Competitive examinations for Jobs. Providing coaching for UPSC Civil Services Examination, A.P. State Group-I Services both Prelims and Mains examination is the main activity taken up by the Study Circle.
The Managing Committee was formed as per the Bye laws with the powers to appoint, retrench or otherwise deal with the employees of this Society. Creation of Posts and appointments were placed before the Managing Committee, in the Meetings regularly held. In the 6th meeting of Managing Committee held on 25.2.1982, approved the staffing pattern for the Study Circle at Hyderabad
Subsequent to establishment of A.P. Study Circle, Hyderabad, in the year 1980, A.P. Study Circle branch, Visakhapatnam was formed on 30.01.1987 as per the resolution of the Managing Committee along with the staff. Later the same issue was placed before the General Body of A.P. Study Circle on 29.3.1988. The General Body noted the expansion programme of A.P. Study Circle branch at Visakhapatnam.
The A.P. Study Circle branches were sanctioned vide G.O.Rt.No.106, SW (Edn.1) Dept., dated 24.2.2000, by converting the Pre-Examination Training Centres (PETCs) at Warangal and Tirupati as A.P. Study Circle branches. However, these (2) Study Circles were not operationalized for want of adequate funds at that time and also for want of infrastructure. Later, the Managing Committee in its Meeting dated 22.5.2012, allocated funds for revival of the two centres. In Tirupati, Government building under the control of Social Welfare Dept., at Alipiri was handedover in 2013 for the purpose of starting Study Circle and necessary infrastructure was provided at the cost of Rs.7.00 lakhs.
Government in G.O.Ms.No.47, SW (Edn.1) Dept., dated 17.6.2005, sanctioned A.P. Study Circle branch, Vijayawada.
The A.P. Study Circle branch, Vijayawada is functioning in a building constructed with a cost of 60.00 lakhs by the District Administration and is presently providing coaching for Banking and Group-II services exam.
Enabling provision of the section 75 of the Act:
According to section 75(1) of A.P. Reorganization Act, 2014, “the Government of the State of Andhra Pradesh or the State of Telangana, as the case may be, shall, in respect of the institutions specified in the Tenth Schedule to this Act, located in that State, continue to provide facilities to the people of the other State which shall not, in any respect, be less favourable to such people than what were being provided to them before the appointed day, for such period and upon such terms and conditions as may be agreed upon between the two State Governments within a period of one year from the appointed day or, if no agreement is reached within the said period, as may be fixed, by order of the Central Government”.
According to section 75(1) of A.P. Accordingly, as per the above provision, A.P. Study Circle, Road No.14, Banjara Hills, Hyderabad, which provides coaching for Civil Services Examination conducted by the UPSC to the students, will continue to provide the same facility to the students of State of Telangana and the State of A.P. for such a period and up on such terms and conditions as may be agreed between the two state governments within a period of one year from the appointed day i.e. 2nd June, 2014. The branches located in State of Andhra Pradesh (Visakhapatnam, Vijayawada, and Tirupati) and in State of Telangana, the Study Circle, Warangal, will provide services to the students of respective states.
Current Activities / Services :
A.P. Study Circle, Hyderabad, is providing coaching for the Civil Services exam. The candidates are selected on merit basis through an entrance test and as per the guidelines of A.P. Study Circle allocating 75% to SCs, 10% to STs and 15% to OBCs. There are 230 candidates admitted during 2013-14 @ 10 candidates per district in addition to 50 candidates selected on general merit. The programme is full time residential programme for a period of about 10 ½ months and the students are given stipend, free accommodation stipend @ Rs.1300/- PM and book allowance of Rs.3,500/- per candidate. The coaching sessions are arranged by engaging reputed faculty available in Hyderabad. The students are evaluated regularly by conducting tests and also study material will be provided as prepared by the faculty. These students will appear for Civil Services Prelims Exam which will be conducted on 24th August, 2014, or at an appropriate date as approved by the U.P.S.C., New Delhi.

In branches of the Study Circle, coaching is given to the other competitive exams like Bank POs, Group-I and Group-II Services conducted by the State Govt.
Admission for coaching, the Civil Services aspirants for CSAT-2015 will commence shortly after completion of the course for the present on going batch, by conducting an Entrance Test.

The A. P. Study Circle is included in the Xth schedule of A. P. Reorganization Act, 2014, and will provide services both the States as per the MOU approved by both the State Governments. The name of A. P. Study Circle is changed to T. S. Study Circle by the amending the bue-laws of the Society.

Study Circle as “Nodal Agency” for various coaching programmes:

Government vide G.O.Ms.No.113, SW(Q1) Dept.,dt.22.08.1997 declared the A.P.Study Circle as the “Nodal Agency” to implement all Pre-examination coaching programmers for SCs/STs. The A.P. Study Circle was to implement these programmes in accordance with the general guidelines issued by the Government/Commissioner of Social Welfare from time to time. The Management Committee of Study Circle will take decisions regarding issues of day to day functioning. The existing supporting staff of the Study Circle will be sufficient for administration and accounts work and further support can be obtained for Study Circle by appointing consultants as per the requirement from time to time.
Accordingly, Study Circle with its Head quarters at Hyderabad, has also been taking its regional branches at the following places.
